Synfig Studio represents free and open source 2D vector and bitmapped animation. Some of those options are even free and open source. There are some other options out there other than the downward-spiraling After Effects for animation. The Synfig team posts a look at the new integration between Synfig Studio and Papagayo for creating lip sync animations. I definitely have to recommend this software if you don't have money but would like to get into 2D animations.
